Goals
Qinghai Provincial Educational Bureau partners with Pathways to coordinate and help institutionalize programs, facilitate knowledge-sharing, and enhance governmental policies and procedures to make higher education more accessible for disadvantaged students. To achieve this mission, the Bureau’s Pathways group is focused on improving or developing:

  • The “Green Channel,” a governmental process to expedite financial aid disbursement, so it provides national policy information to help low-income students access higher education
  • A new, more effective system for managing student loans
  • Governmental procedures for state-subsidized student loans, so they meet the needs of low-income students

Target Population
Low-income students, many of whom are ethnic minorities, comprise approximately 45% of the student body within Qinghai Province.

Outcomes
 The Pathways group at Qinghai Provincial Educational Bureau has:

 

  • Improved student access to financial aid information, publishing and distributing 30,000 financial aid brochures for low-income students and training Provincial administrators on student loan policies
  • Positively impacted the Central Government’s economic policy on student loans, working with the National Development Bank to develop a white paper titled “How to Manage National Student Loans in Qinghai Province”
  • Expanded the Pathways mission by organizing and developing a robust information sharing network for Qinghai institutions participating or interested in Pathways programs
